The Mayor may, in his or her discretion, grant a license without cost for the holding of a circus, carnival, sideshow or amusement rides for not more than seven consecutive days, where all of the performances are fostered and supervised by charitable or civic interests of the City and a substantial part of the funds derived therefrom is expended for charitable or civic purposes.
