808.04 LICENSE ISSUANCE OR REFUSAL; FEE; EFFECTIVE PERIOD; APPEAL.
   The Chief of Police may issue a license to an applicant upon the payment therefor by the applicant of a fee of five dollars ($5.00) per machine or instrument per year. The license shall expire one year from the date of issuance. The Chief of Police may refuse to grant or renew such a license if the applicant is not deemed by him or her to be of good moral character, if the applicant is on parole from any penal institution, if the applicant has been convicted of a felony within the preceding three years, if the location of the table or tables does not comply with laws pertaining to zoning, fire and health regulations, or for any other good cause shown. In the case of refusal by the Chief of Police to grant or renew such a license, the applicant shall have the right of appeal to the City Manager, provided such appeal is perfected not later than ten days from the date of refusal. The decision of the City Manager shall be final.
