(a) There is hereby established a Downtown Redevelopment Fund.
(b) The Downtown Redevelopment Fund is established for the purpose of accounting for the revenues available for and expenditures relating to the redevelopment of the downtown and riverfront areas of the City, the implementation of the downtown master plan and the construction of the downtown and riverfront projects and improvements.
(c) The balance of the Downtown Redevelopment Fund shall be invested and all interest earned on the investment of said balance shall accrue to the Fund.
