(a) There is hereby established a Motor Vehicle License Tax Fund.
(b) The Motor Vehicle License Fund balance shall be invested and all interest earned on such investment shall accrue to the Fund.
(c) Expenditures from the Motor Vehicle License Fund shall be restricted to paying the costs of enforcing and administering the Motor Vehicle License Tax, to provide revenue for the purpose set forth in Ohio R.C. 4504.06, and to supplement revenue already available for such purposes.
