SECTION 15.1906.  SITE PLAN APPROVAL.
   A.   All development in the OS, Open Space District must be approved as set forth in this Section. Specific requirements for development in the OS, Open Space District, other than use (such as, but not limited to: lot and bulk areas, floor area ratio, height, and minimum required yards) shall be those established on a site plan to be approved by the Board of Trustees of the Village of Mettawa after consideration and recommendation by the Zoning, Planning, and Appeals Commission, provided such requirements are consistent with the purpose of the OS, Open Space District, and provided further that any potential adverse impact on the surrounding properties resulting from the establishment and operation of the proposed use and/or structure is minimized by design architectural treatment, screening, landscaping, and/or placement on the site.
   B.   A site plan required in this Section shall include at least the following:
      1.   Name of project and date of plan preparation;
      2.   Scale of drawing and north arrow;
      3.   Property boundaries;
      4.   Where applicable, the one hundred (100) year recurrence interval floodplain and floodway delineations;
      5.   Existing and proposed easements on the subject property;
      6.   Adjoining public street rights-of-way, trail locations, sidewalk locations, existing and proposed driveways and curb cuts, parking and unloading areas;
      7.   A tree survey listing the species and size of existing trees three inches (3") and greater in caliper;
      8.   Locations of existing and proposed building and/or structure footprints with building and/or structure setback lines shown;
      9.   Location of any existing or proposed ground signs, freestanding signs, or monument signs;
      10.   Location and type of all outdoor lighting proposed to illuminate the site;
      11.   Location of material changes to the land, including changes in grade;
      12.   Existing land use and zoning of adjacent properties within one hundred feet of the site, including: existing buildings, structures, and major features, including but not limited to, woodlands, wetlands, floodplains, steep slopes, and drainageways; and
      13.   Such other information, documents, drawings, or other materials regarding the proposed development as requested by the Village.
   C.   The only notice required prior to consideration of a site plan for recommendation for approval by the Zoning, Planning, and Appeals Commission, and before consideration for approval by the President and Board of Trustees of the Village of Mettawa, shall be posting of an agenda, no mailing or publication is required.
   D.   As used in this Section, “development” means:
      1.   The performance of any construction or earth moving activity, the making of a material change in the use or appearance of any structure or land, the division of land into two (2) or more lots, or the creation or termination of rights of access or littoral rights.
      2.   “Development” does not include maintenance of existing buildings and facilities such as re-roofing or resurfacing of streets or trails when there is no increase in elevation, or gardening, plowing, and similar agricultural practices that do not involve filling, grading, or construction of levees or structures.
