SECTION 15.1608. BOARD CONSIDERATION OF THE PRELIMINARY DEVELOPMENT PLAN.

The President and Board of Trustees shall indicate its approval or disapproval of the preliminary development plan by a vote recorded in the official minutes of their meeting. Approval of the preliminary development plan shall vest no rights to the applicants other than the right to submit a final development plan.
