Following the public hearing, the Zoning, Planning and Appeals Commission shall make its findings and recommendations concerning the preliminary development plan to the President and Board of Trustees within forty- five (45) days of the close of the public hearing, unless a final development plan has been presented and considered - in which event the Zoning, Planning and Appeals Commission shall make its findings and recommendations concerning the final development plan to the President and Board of Trustees within forty- five (45) days of the close of the public hearing.
