The O/R, Planned Office/Research district shall be restricted to offices and their accessory uses and limited business service uses. The district shall provide and maintain a park-like setting for the uses within the district. In addition, in the development and execution of the entire zoning ordinance of the Village of Mettawa, it is recognized that there are some uses which, because of their very nature, are recognized as having serious objectionable operational characteristics, particularly when several of them are concentrated under certain circumstances, thereby having a deleterious effect upon the adjacent areas, particularly adjacent and nearby residential areas where nurseries, schools, nursing homes, churches, and similar uses are located. Proper and realistic zoning and special regulations of these uses are necessary to insure that these adverse effects will not contribute to the blighting, down-grading of the surrounding neighborhood, or discouraging normal development of undeveloped areas. These special regulations are itemized in this Section. A primary control or regulation is for the purpose of preventing a concentration of these uses in any one area.
A. All business, servicing or processing, except for off-street parking and off street loading, shall be conducted within completely enclosed buildings, unless otherwise indicated hereinafter.
B. All storage, except of motor vehicles in operable condition, shall be within completely enclosed buildings or effectively screened by a solid wall or fence (including solid entrance and exit gates) not less than six (6) feet nor more than eight (8) feet in height.
C. All adult uses shall be subject to the following restrictions:
D. No adult use shall be allowed within five hundred (500) feet of another existing adult use.
E. No adult use shall be located within two hundred fifty (250) feet of any zoning district which is zoned for a residential use.
F. No adult use shall be located within two hundred fifty (250) feet of a preexisting school or place of worship.
G. No adult use shall be conducted in any manner that permits the observation of any material depicting, describing or relating to “specified anatomical areas” or “specified sexual activities,” from any public way. This shall apply to any display, decoration, sign, show window or other opening.
