SECTION 15.1303.  SPECIAL USES.
   The following uses may be allowed by special use permit issued in accordance with the provisions of Article XI of this chapter:
   A.   Places of public assembly.
   B.   Forest preserves owned and operated by the Lake County Forest Preserve District;
   C.   Public utilities and public services, including:
      1.   Electric substations; and
      2.   Telephone exchange and repeater stations, and other outdoor equipment essential to the operation of the exchange in the interest of public convenience and necessity.
   D.   Horses.  Except as set forth in Section 15.309A, in a number not to exceed the resultant quotient obtained by dividing the total square foot area of the single family residential lot upon which the horses are to be maintained by the number 40,000, provided that in the R-2, Single-Family Residence district, no horse shall be permitted upon any lot which does not contain at least 80,000 contiguous square feet of land in addition, any accessory building intended or used for the stabling of horses shall contain a stall for each horse consisting of a minimum inside area, of eleven and one-half feet by eleven and one-half feet (11½ x 11½).  However, a loafing shed having a roof and at least three (3) enclosed sides, with the open side facing south shall be allowable as an accessory building.
      1.   Stables shall be cleaned daily.  Manure and used bedding shall be removed from the premises or spread on the land in a sanitary and healthful manner.  Owners of stables containing more than five (5) stalls shall cause manure and bedding to be removed from the stable weekly.  Each week, between such removal, manure may be stockpiled, provided the stockpile is located at least 250 feet from any dwelling and a minimum of 100 feet from any lot line.  A pile containing putrescible refuse and/or manure shall not be construed as a compost and shall not be permitted, except as otherwise allowed within this Code.
      2.   Grain and other feeds shall be stored in such a manner as to minimize the presence of mice, rats and other vermin.
      3.   Prohibited stable operations:
         a.   Public boarding and livery stables shall not be permitted.
         b.   Horse shows shall not be permitted.
         c.   Instruction of riders in horsemanship shall be by private lessons only.
      4.   In considering an application for a special use for a semi-private stable, the Zoning, Planning and Appeals Commission and President and Board of Trustees shall give careful consideration to the character, background and past experience of the Petitioner in question and may condition the granting of any special use upon the continued supervision of any particular operator and in its discretion may also limit any such special use to a particular period of time.
   E.   Planned Unit Developments authorized pursuant to Article XVI of this Zoning Ordinance.
   F.   Radio and/or television towers and/or other transmitting and receiving equipment, including personal wireless telecommunications facilities.
