SECTION 15.1108.  ACTION BY THE PRESIDENT AND BOARD OF TRUSTEES.
   A.   Within forty-five (45) days after the conclusion of the hearing on an application for special use permit, the Zoning, Planning and Appeals Commission shall prepare findings of fact and make its recommendation with respect to the requested special use permit and transmit same to the Board of Trustees as well as the Village Clerk and Zoning Administrator. If, at the expiration of such forty-five (45) days, the Zoning, Planning and Appeals Commission has not made its findings and recommendation, it shall be concluded that the Zoning, Planning and Appeals Commission made negative findings and recommended denial of the special use permit.
   B.   After receiving the report of the Zoning, Planning and Appeals Commission, the Board of Trustees of the Village of Mettawa shall review the report and may accept the findings and recommendations found therein in whole or in part, or may refer the matter back to the Zoning, Planning and Appeals Commission for further consideration.
   C.   In the event the Zoning, Planning and Appeals Commission recommends against the issuance of a special use permit, then authority for issuance of the special use permit may be passed via ordinance only upon the favorable vote of a majority of all of the members of the Board of Trustees of the Village.
