SECTION 15.1101.  PURPOSE AND AUTHORIZATION.
   The development and execution of this Zoning Ordinance is based upon the division of the Village of Mettawa into districts, within which districts the use of land and buildings, and the bulk and location of buildings and structures in relation to land are substantially uniform.
   A.   It is recognized, however, that there are special uses which, because of their unique characteristics cannot be properly classified in any particular district or districts without consideration in each individual case of the impact of those special uses upon neighboring land and of the public need for that particular special use at that particular location.
   B.   While specific regulations for specific zoning districts in this Chapter may recognize particular uses that may be allowable in such zoning districts as a special use, all such special uses fall, nevertheless, into two broad categories:
      1.   Uses publicly operated or traditionally affected with the public interests; and
      2.   Uses entirely private in character, but of such an unusual nature that their operation may give rise to unique problems with respect to their impact upon neighboring property or public facilities.
