SECTION 15.601.  OCCUPANCY CERTIFICATE REQUIRED.
   A.   After November 7, 1984 (the effective date of The 1984 Zoning Ordinance) and before an occupancy certificate is issued or caused to be issued by the Building and Zoning Director, it shall be unlawful for any person, firm or corporation:
      1.   To occupy or commence a new use of the whole or any part of any building or structure (including any presently nonconforming building or structure) or addition to any such building or structure erected, constructed, enlarged, remodeled, altered, reconstructed, or moved; and/or
      2.   To commence a new use of the whole or any part of any vacant land.
   B.   It shall be unlawful for any person, firm, or corporation to commence to erect or construct any type of building or structure or addition thereto unless a building permit has been issued, or caused to be issued, by the Zoning Administrator.  Furthermore, it shall be unlawful for any such person, firm or corporation to occupy such building or structure or addition thereto for which such building permit has been issued without first securing an occupancy certificate from the Zoning Administrator certifying that such building or structure conforms to all the applicable provisions and requirements the Municipal Code including but not limited to this Chapter.
