In all cases wherein an application is made for a building permit, such application shall also be an application for a zoning certificate. In instances wherein no building permit is being sought, every application for a Zoning Certificate shall be accompanied by the following: A survey, in duplicate, drawn to scale by a licensed Illinois land surveyor and showing the actual dimensions of the tract, parcel, parcels, lot, lots, block or blocks, or parts thereof, for which the zoning certificate is sought. The survey shall be retained by the Zoning Administrator as a public record.
