SECTION 15.501.  ZONING CERTIFICATE REQUIRED.
   The purpose of a zoning certificate is to promote compliance with this Chapter by establishing a procedure by which the Zoning Administrator may certify that an existing or proposed use of a lot or any existing or proposed structure on a lot complies in all respects with the applicable provisions of this Chapter.
   A.   No building permit pertaining to the construction, moving, remodeling, or reconstruction of any structure shall be issued by the Zoning Administrator unless an application for a zoning certificate shall first have been made to and obtained from the Zoning Administrator. Unless and until a Zoning Certificate shall first have been obtained from the office of the Zoning Administrator:
      1.   No construction, moving, remodeling, or reconstruction of any structure shall be commenced;
      2.   No improvement of land, mass grading or any other work preliminary to any use of such land shall be commenced; and
      3.   No occupancy certificates pertaining to the use of land and/or building permits for re-grading of land and/or construction of structures shall be issued by any official, officer, employee, department or commission of the Village of Mettawa.
   B.   Application for a zoning certificate shall be made to and on forms provided by the Zoning Administrator. Application may be made by any person having an interest in the lot or lots in question for purposes of ascertaining the status of zoning compliance or whether a proposed use will be zoning compliant, obtaining occupancy certificates on a change of use and/or obtaining a building permit.
   C.   Any Zoning Certificate issued contrary to the provisions of this Article shall be null and void.
