SECTION 15.402.  OFFICE OF THE ZONING ADMINISTRATOR.
   A.   The Director of Building and Zoning of the Village of Mettawa shall serve ex officio as the head of the office of the Zoning Administrator and shall from time to time hereunder be referred to as the “Zoning Administrator.”
   B.   The Zoning Administrator and/or his duly appointed and/or authorized representatives shall have the responsibilities of administering and enforcing this Chapter and, in addition, shall leave the following specific duties:
      1.   To receive and process applications for zoning certificates for structures or additions thereto for which building permits are required;
      2.   To receive and process applications for an occupancy certificate upon the completion of a structure or when there is a change of use as herein provided;
      3.   To receive and process applications for an occupancy certificate upon the completion of a structure or when there is a change of use as herein provided;
      4.   To conduct inspections of structures or the use of land to determine whether there is compliance with this Chapter, and, in the case of any violation, to notify in writing the person or persons responsible, specifying the nature of the violation and order a corrective action;
      5.   To maintain in current status the official zoning map;
      6.   To maintain permanent and current records required by this Chapter, including but not limited to zoning certificates, inspections, and all official action on appeals, variations, and amendments;
      7.   To prepare and have available in book, pamphlet, or map form, on or before March 31 of each year:
         a.   The compiled test of the Zoning Ordinance, including all amendments thereto through the preceding December 31; and
         b.   A zoning map or maps, showing the zoning districts, divisions and classifications in effect on the preceding December 31;
      8.   To notify applicable officials of the Village of Mettawa as to pending matters and from time to time coordinate and arrange, under the auspices of the Village President, meetings between developers, builders, etc., and administrative officials of the Village of Mettawa to facilitate the solving of engineering, layout, and design problems prior to hearings before the Zoning, Planning and Appeals Commission;
      9.   To maintain for distribution to the public a supply of the rules and bylaws of the Zoning, Planning and Appeals Commission; and
      10.   To accept applications for public hearings before the Zoning, Planning and Appeals Commission and to forward same to the Office of the Village Clerk for processing and publication of proper legal notice.
      11.   To coordinate with the Office of the Village Clerk to cause applications and notices for public hearings before the Zoning. Planning and Appeals Commission to. as a courtesy notice not required by State law, be (i) posted on the Village's website, if the Village maintains a website, and (ii) emailed to recipients on an email list maintained by the Village, if the Village maintains an email list, both at least fifteen (15) days before the public hearing. The unavailability of such applications or notices on the Village's website, or the failure to send or receive the emails, as set forth herein, shall not invalidate, impair, or otherwise affect any zoning approval subsequently granted following a public hearing, as the website and email postings set forth herein are for the convenience of the public and not a jurisdictional prerequisite to the Zoning. Planning and Appeals Commission holding a public hearing and making a recommendation on an application, or for the President and Board of Trustees making a decision on an application.
