SECTION 15.307.  ADDITIONS AND ENLARGEMENTS.
   A.   A building or structure which is nonconforming with respect to yards or any other element of bulk regulated herein may be altered or expanded provided it shall not be altered or expanded in any manner which would increase the degree or extent of nonconformity of the building or structure with respect to the regulations of the zoning district in which it is located.
      1.   Both the addition and the original structure must comply with the area and density regulations of the applicable zoning district.
      2.   In no case shall permitted repairs, alterations, additions, or enlargements to a nonconforming structure, nor the time spent during construction or service of the same, operate to extend the time for the elimination of any nonconformity.
   B.   A building all or substantially all of which is designed or intended for a use permitted in the district in which it is located, and which is occupied by a nonconforming use, may be repaired, altered, or structurally changed provided said repairs, alterations, or structural changes conform to the regulations of the district in which said building or structure is located. No building partially occupied by a nonconforming use shall be altered in such a way as to permit the enlargement or expansion of the space occupied by such nonconforming use.
   C.   No nonconforming use may be enlarged in such a way as to occupy any area beyond the boundaries of the area of the building as it existed at the time of the creation of the nonconformity or to displace any conforming use in the same building or on the same parcel.
