Within the time specified in the Zoning Ordinance and in a conclusion or statement which is supported by findings of fact, the Zoning Board of Appeals of the Village may recommend the denial or the granting, with or without conditions and restrictions, of a requested variation from the terms of this Chapter; which conditions and restrictions may include but not be limited to the location, the construction, design and use of the sign proposed under such request, as may be necessary or appropriate to comply with the foregoing standards and to protect adjacent property and property values.
