SECTION 10.301.  SIGNS IN ALL ZONING DISTRICTS.
   In addition to signs permitted elsewhere in this Article in the respective zoning districts of the Village, the following signs are permitted in all zoning districts within the corporate limits of the Village:
   A.   Street name signs, provided:
      1.   Unless otherwise specified in this Chapter, the face of any such sign shall not exceed two and one-half (2-1/2) square feet; and
      2.    No street sign shall be erected until after the design and size thereof has been approved by the President and Board of Trustees; provided that in addition the proposed location thereof is:
         a.   Approved by the President and Board of Trustees, in the event the proposed sign is to be located on the public right-of-way; or
         b.   Approved by a majority of owners of property utilizing such private street and/or driveway for ingress to and egress from their properties, in the event the proposed sign is to be located on private property (including private easements).
   B.   General contractor/architect signs not exceeding eight (8) square feet in area which indicate the name, address, and telephone number of the general contractor responsible for work upon the lot for which a building permit has been issued by the Village and/or which indicate the architect responsible for the plans therefor.
      1.    Any such sign shall not be located in a parkway, public right of way or public property and must be located on the lot not less than five (5) feet from the closest lot line;
      2.   Such sign may be a freestanding sign, monument sign or a wall sign;
      3.    Any general contractor and any architect shall not erect more than one (1) such sign each and in any event, no more than two (2) such signs shall be present on any given lot at any given time; and
      4.    All such signs shall be removed within one (1) week after the issuance of an occupancy certificate or completion of the work, whichever occurs later.
   C.   The following signs for which no building permit shall be required:
      1.   A real estate sign not exceeding six (6) square feet in surface area for which no building permit shall be required. Only the name of the real estate firm, its telephone number, and the broker's name may be on the sign, which must be located on the lot or building, or portion of a building, that is for sale or rent.
      2.    Open house signs which direct traffic to real estate upon which there is located any dwelling for sale, rental, lease or management - provided the following conditions are met:
         a.   Not more than five (5) open house signs shall be permitted for any given residential real estate, each of which shall not exceed six (6) square feet in gross surface area per sign face.
         b.   Open house signs may be placed in the parkway at various intersections within two (2) miles of the subject residential real estate, provided the owner of the abutting premises does not file a written objection with the Village Clerk regarding such sign; however, such signs shall not interfere with any motor vehicle driver's line of vision and shall not be located closer than two (2) feet to the adjacent street pavement;
         c.   Such signs shall be only allowed between the hours of nine o'clock (9:00) a.m. and six o'clock (6:00) p.m.;
         d.   Each open house sign must have located thereon identification denoting the person or persons who are responsible for the placement and removal of said sign; and
         e.   At any given time, on the parkway adjacent to any given tract of real estate at any intersection, not more than one (1) such open house sign may be placed by the same business entity.
      3.   Home location signs provided the following conditions are met:
         a.   Not more than five (5) signs shall be permitted for any given residential property, each of which shall not exceed six (6) square feet in gross surface area per sign face;
         b.   Signs may be placed in the parkway at various intersections within two (2) miles of the subject residential property, provided the owner of the abutting premises does not file a written objection with the Village Clerk regarding such sign; however, in all cases such signs shall not interfere with any motor vehicle driver's line of vision and shall not be located closer than two (2) feet to the adjacent street pavement;
         c.   Such signs shall be allowed only on the day preceding through the day following the open house or other event; and
         d.   Each sign must have identification denoting the person or persons who are responsible for the placement and removal of said sign.
      4.   Every owner or occupant of a building desiring to secure the protection intended to be provided by the regulations pertaining to soliciting and canvassing contained elsewhere in this Municipal Code must give notice of the determination by the owner or an occupant of invitation to solicitors and canvassers or the refusal of invitation to solicitors and canvassers to any given building owned by such owner or occupied by such occupant by placing a weatherproof card, no larger than three (3) inches by four (4) inches in size upon or near the principal entrance door to each such given building. In addition to the notice provided by such cards and not in substitution thereof, an owner or occupant of land within the corporate limits of the Village may provide an additional notification to solicitors and canvassers in the following manner:
         (a)   Provided such principal entrance door is located at least seventy-five (75) feet from the front lot line of the lot upon which such given building is located, such owner or occupant may erect one (1) permanent sign, which must be procured from the Village, being a sign no larger than one and one-half (1-1/2) square feet in overall size at the main driveway entrance to such owner's or occupant's land.
         (b)   The only text allowed upon such sign shall be either:
            (i)   "NO SOLICITORS INVITED UPON THESE PREMISES" or
            (ii)   "ONLY SOLICITORS REGISTERED WITH THE VILLAGE ADMINISTRATOR INVITED UPON THESE PREMISES"
         (c)   Upon request to the Village Administrator, such signs shall be provided at the cost thereof to the owner or occupant of a building located within the corporate limits of the Village.
