   When a Building Permit shall have been required to have been issued or has been issued, it shall be unlawful for any person, firm or corporation to occupy or use in whole or in part for any purpose: Any building or structure (including any presently non-conforming building or structure) or addition to any such building or structure erected, constructed, enlarged, remodeled, altered, reconstructed, or moved before the Building Administrator issues an Occupancy Certificate, certifying that the proposed use or occupancy complies with all of the provisions of this Chapter, the plans and specifications forming the bases upon which the Building Permit was issued, and all other applicable ordinances of the Village.
