SECTION 9.1101.  SATELLITE ANTENNAE REQUIREMENTS; FINDINGS.
   A.   It is the determination of the Village of Mettawa that receive-only satellite antennae of all sizes, shapes, varieties and uses, constitute physical additions to the Village of such a character and degree of unsightliness that their construction, placement, installation and use require close examination and constant review by the Village.
   B.   The apparent demand for installation of commercial and private television receive-only antennae in Mettawa has been cause for concern since the industry supplying the antenna has not developed recognized standards. The structures required are quite different in appearance from typical structures anticipated by the Codes of Mettawa, and the structures can be unsightly nuisances not compatible with existing structures and land uses in the Village of Mettawa.
   C.   Adequate receptions by an antenna requires a "dish" positioned for clear line of sight to a band of video broadcast satellites. The appearance of this "dish" from neighboring properties and the removal of vegetation blocking line of sight are major undesirable consequences of such "dishes."
   D.   That in view of the foregoing and to provide for reasonable regulation, all satellite antennae, including all forms of receivers of satellite transmissions, should be considered structures subject to the terms of the Village Code of the Village of Mettawa and shall be subject to all ordinances relating to structures.
   E.   That to minimize the impact of the installation of satellite dishes, particularly in residential zones, consideration should be given by residents and by the appropriate authorities to the combining of service to two or more residences by a single satellite dish.
