No person shall operate or move any vehicle, or equipment intended for the purpose of construction, excavation, grading, or clearing from the roadway to private property over, across, or upon any curb, parkway, or sidewalk of the Village, except by way of duly authorized drive approach, except when permitted to do otherwise by an authorized representative of the Village. This prohibition shall not apply to the equipment of the Village such as grass mowers and snow plows or to equipment of that type privately owned and operated for maintenance purposes.
