SECTION 9.405.  APPLICATION, PERMITS AND INSPECTIONS.
   A.   No person, firm or corporation shall install or alter any electrical equipment as defined hereinbefore, without first obtaining a permit for each such installation or alteration. Permits for the installation or alteration of electrical equipment shall be issued to a registered electrical contractor upon receipt of an application therefor and upon the payment of the fee in advance, as hereinafter provided.
   B.   It shall be unlawful to erect or maintain nonpublic utility poles or wires on or over any public street, alley, or other public way without having first secured permission from the President and Board of Trustees.
   C.   Permits shall not be required for replacement or repair of minor equipment such as switches or convenience receptacles in existing openings not involving any replacement of circuit wiring.
   D.   The application for each such permit shall contain the name of the owner or user of the electrical equipment to be installed or altered, the location by street number, and a detailed description of the proposed installation.
   E.   The fee for permits for all electrical installations shall be in accordance with the most recent fee schedule, approved by the President and Board of Trustees of the Village. All fees as provided herein shall be paid to the Village of Mettawa before a permit is issued.
   F.   The electrical contractor shall notify the Building Administrator or his duly authorized designee for inspection before any electrical installations are concealed until an inspection has been made and the installation has been approved by the inspector.
   G.   If negligence or poor workmanship on the part of the contractor makes it necessary for the inspector to make more than two (2) inspections of an electrical installation, a fee shall be charged in accordance with the current fee schedule for each additional inspection.
