A. The Building Administrator or his designee shall administer the electrical regulations of this Building Code. The electrical regulations of this Article shall not be construed to relieve from, or lessen the responsibility of any person owning, operating or installing electrical wires, appliances, apparatus, construction or equipment for damages to anyone injured by any defect therein by reason of the inspection authorized herein or the certificate of inspection issued by the Building Administrator; nor shall the Village be held liable for any damages resulting from the enforcement of the electrical regulations of this Article.
B. In all cases where any action is taken by the Building Administrator or his designee to enforce the provisions of any of the sections contained in the various regulations of this Building Code, such acts shall be done in the name of, and on behalf of the Village, and the said Building Administrator or his designee in so acting for the Village shall not be liable for any damage that may accrue to persons or property as a result of any such act committed in good faith in the discharge of their duties. Any suit brought against the said Building Administrator or his designee or the Village by any persons aggrieved by said enforcement action shall stay all acts of approval of such work by said Village until final determination of the proceedings contained therein.
C. The Building Administrator or his duly authorized designee, shall make all inspections necessary to insure compliance with this Article, and the rules and regulations of the Village with respect to the installation, alteration or repair of electrical equipment. The Building Administrator or his designee shall have the right during reasonable hours to enter any building in the discharge of official duties, or for the purpose of making any inspection or test of the installation, alteration or repair of electrical equipment contained therein. The Building Administrator shall have the authority to cause the turning off of any electrical switch or the disconnection of any electrical wire or equipment where the electrical currents transmitted thereby present a danger to life and property or may interfere with the work of the Fire Department.
D. Whenever, in the opinion of the Building Administrator or his designee, it shall be necessary to call upon the Lake County Sheriff for their aid and assistance in carrying out or enforcing any of the provisions of this Building Code governing the inspection of electrical equipment, he shall have authority to do so; and it shall be the duty of any member of the Lake County Sheriff when called upon by said Building Administrator or his designee to act according to the instruction of and to perform such duties as may be required by such Building Administrator his designee, in order to enforce or put into effect the provisions of this Building Code relating to the inspection of electrical equipment.
E. No registered electrical contractor shall install any electrical conduits, electrical wires, equipment of apparatus in any building or structure for which a permit is required, until such permit shall have been secured. In case any work is begun on the installation of electrical conduits, raceways, or the installation, alteration or repair of electrical wires or apparatus in any building or structure without a permit authorizing the same first issued therefor, or the aforesaid installations are being made in violation of the electrical regulations of this Article, the Building Administrator or his designee shall have the power to stop such work at once and to order any and all persons engaged therein to stop and desist therefrom until the proper permit is secured.
F. The term "electrical equipment" as used in the electrical regulations of this Article is hereby defined as meaning conductors and equipment installed for the utilization of electricity supplied for light, heat or power, and signal light, heat or power not including radio apparatus, conductors and other equipment installed for common carriers, which are under the jurisdiction of the Illinois Commerce Commission for use in their operation as public utilities.
G. The term "electrical contractor" as used in this Article shall be understood to mean any person, firm or corporation engaged in the business of installing, altering or repairing by contract electrical equipment as defined herein for the utilization of electricity supplied for light, heat, or power, not including radio apparatus or equipment for wireless reception of sound and signals, conductors, and other equipment installed for or by public utilities, including common carriers, which are under the jurisdiction of the Illinois Commerce Commission, for use in their operation as public utilities. The term "electrical contractor" does not include employees employed by such contractor to do or supervise such work.
H. The term "electrical contractor limited" as used in this Article, shall mean any person, firm or corporation engaged in the business of installing, altering or repairing electric signs or heating and air conditioning units. The scope of work permitted under this category shall be limited to one, line voltage circuit and necessary low voltage wiring required to install, alter or repair signs or heating and air conditioning units.
