SECTION 9.110.  REPAIR, REPLACEMENT AND/OR REMODELING OF EXISTING STRUCTURES.
   A.   Except as provided in this Section, existing structures, when altered or repaired as herein specified, shall be made to conform to the full requirements of this Building Code for new structures.
   B.   Alterations Exceeding Fifty Percent: Within any twelve (12) month period if alterations or repairs are made costing in excess of fifty percent (50%) of the market value of the whole structure, the requirements of this Chapter for new structures shall apply to the entire structure.
   C.   Damages Exceeding Fifty Percent: If the whole structure is damaged by fire or any other cause to an extent in excess of fifty percent (50%) of the market value of the structure before the damage was incurred, the requirements of this Chapter for new structures shall apply to the entire structure.
   D.   Alterations Under Fifty Percent: If the cost of alterations or repairs described herein is in excess of twenty-five percent (25%) and not more than fifty percent (50%) of the market value of the structure, only the portions so altered or repaired shall be made to conform to the requirements for new structures.
   E.   Alterations Under Twenty-Five Percent: If the cost of alterations or repairs described herein is twenty-five percent (25%) or less of the market value of the structure, the Building Administrator shall permit the restoration of the structure to its condition previous to damage or deterioration with the same kind of materials as those of which the structure was constructed; provided that such construction does not endanger the general safety and public welfare.
   F.   Increase in Size: If the structure is increased in floor area or number of stories, the entire structure shall be made to conform with the requirements of this Building Code in respect to means of egress, fire safety, light and ventilation, and construction.
   G.   Part Change in Use: If a portion of the structure is changed in occupancy or to a new use group and that portion is separated from the remainder of the structure with the required vertical and horizontal fire divisions complying with the fire grading, then the construction involved in the change shall be made to conform to the requirements for the new use and occupancy, and the existing portion shall be made to comply with the exitway, fire protection, electrical and plumbing requirements of this Building Code.
