SECTION 2.409.  PAYMENT OF UNPAID CHARGES, LEVIES AND ASSESSMENTS.
   Prior to the issuance of any real estate transfer stamp, license, permit or certificate required pursuant to this Code, the Village Clerk, Village Engineer or other Village official, or the duly designated agents of each shall ascertain that there are no unpaid Village liens, assessments, or charges owed the Village, including but not limited to: Any unpaid reimbursement to the Village for engineering and legal fees, un-reimbursed fees for weed-cutting or other municipal service to be reimbursed; over-payments of real estate tax rebates; and/or municipal levies, taxes, fines and judgments then due and unpaid. No such transfer stamp, license, permit or certificate shall be issued or approved until such time as the applicant for such transfer stamp, license, permit or certificate presents to said Village Clerk, Village Engineer or other Village official the certificate of the Village Treasurer or the Deputy Village Treasurer that all such Village liens, assessments, or charges have been paid in full.
