SECTION 2.203.  ADDRESSING MEETINGS.
   A.   Visitors.  No person other than a member of the Board of Trustees shall address that body during a meeting outside of the “Communications and petitions from the public” portion of the agenda, except with the consent of the Chair or a majority of the members present.
   B.   Presentation of New Business.  When a member wishes to present a communication, petition, order, resolution, ordinance or other original matter, he shall bring the communication, petition, order, resolution, ordinance or other original matter to the presiding officer’s attention, and the presiding officer shall either read such matter when reached in its proper order, or direct the Clerk to read such matter when reached in its proper order.
      1.   While the presiding officer is putting the question, no member shall walk across or out of the board room.
      2.   Every member, previous to his speaking, making a motion or seconding the same shall address himself to the presiding officer and say “Mr. President” and shall not proceed with his remarks until recognized and named by the President.  He shall confine himself to the questions under debate avoiding personalties and refrain from impugning the motives of any other member’s argument or vote.
      3.   When two or more members rise at same time, the presiding officer shall name the member who is first to speak.
