SECTION 2.102.  SPECIAL MEETINGS.
   Special meetings may be called by the Village President or any three (3) Trustees upon written notice to all members of the Board of Trustees including the Village President at least twenty-five (25) hours prior to such meeting.
   A.   Such notice shall state the time and place of the special meeting.
   B.   Such notice shall be accompanied by the agenda of the special meeting.
   C.   Said notice may be given to each of the persons to whom it is to be directed by either of the following ways:
      1.   By delivering said notice to any said person personally or by leaving same at the residence of said person in the Village before 5:00 o'clock p.m. of the day preceding the day upon which the meeting is to be held; or
      2.   By depositing said notice in the United States Mail enclosed in an envelope plainly addressed to said person at his place of residence in the Village with postage prepaid, at least forty-eight (48) hours before the time of meeting exclusive of any intervening Sunday or legal holiday.
   D.   If all of the President and Trustees are present at a special meeting, no notice (other than any notice by statute) of such meeting shall be necessary.
   E.   Except as may otherwise be provided from time to time by applicable statutes, there being no principal office of the Village of Mettawa, public notice of each special meeting of the President and Board of Trustees shall be made by posting a notice of such at least forty-eight (48) hours before such meeting in the corridor outside of the door to the entrances to the room in, and in the lobby of, the building where such special meeting is to be held. Such notice shall contain the agenda of such meeting. In addition and although it has no full-time staff, if the Village maintains a website, the agenda of a special meeting shall be posted on the Village of Mettawa website and shall remain thereon until the special meeting is concluded. Failure to post on the website notice of any special meeting or the agenda of any special meeting shall not invalidate any special meeting or any actions taken at such special meeting.
