The Assistant Treasurer and the Division Manager, Cash Management, are hereby authorized to issue instructions, wires or other instruments for the transfer of funds to any bank or financial institution (“bank”) holding Commuter Rail Division deposits. In addition, the Assistant Treasurer and the Division Manager, Cash Management, are hereby authorized to enter into agreements with any bank on behalf of the Commuter Rail Division to open and close accounts with respect to such deposits and transfers, including agreements protecting any banks against the consequences of relying on instructions given pursuant to this subchapter, provided that such bank provides confirmation of such transfer to the Assistant Treasurer of the Commuter Rail Division.
