The requirements of logging communications and their disclosure pursuant to the Freedom of Information Act, being 5 ILCS 140/1 et seq., shall not apply to communications from third parties who are providing references or recommendations as Metra requests in the ordinary course of reviewing applicants for employment by Metra; provided, however, if the person providing a reference or recommendation in response to a request from Metra is a public official, then such communication shall be subject to the requirements of § 13.142.
