The OIG’s jurisdiction and duties shall be as follows.
(A) The OIG shall have jurisdiction over Metra (which includes its operating corporation, the Northeast Illinois Regional Commuter Railroad Corporation) and all Board members, officers, employees of, contractors, subcontractors, suppliers and others doing business with Metra.
(B) The OIG shall investigate allegations of fraud, waste, abuse, mismanagement, misconduct, nonfeasance, misfeasance or malfeasance with respect to Metra.
(C) Investigations may be based on complaints from any source, including anonymous sources, and may be self-initiated without a complaint.
