§ 13.021 REQUIREMENTS UNTIL THE BOARD SELECTS A NEW EXECUTIVE DIRECTOR.
   Until the Board selects a new Executive Director, the following shall apply.
   (A)   The Deputy Executive Director of Operations shall report directly to the Board, and the Deputy Executive Director of Administration shall report to the Deputy Executive Director of Operations.
   (B)   Signature authority or other approval power that has been delegated to the Executive Director shall be exercised by the Deputy Executive Director of Operations. When a document requires the signature of both the Deputy Executive Director of Operations and the Executive Director, the Chairperson of the Board or Acting Chairperson (“Chairperson”), or his or her designee, shall review and approve the document.
   (C)   The Human Resources Department and the Departments that formerly reported to the Executive Director/CEO (other than the Deputy Executive Director of Operations), prior to the enactment of Ord. MET 13-18 shall report to the Deputy Executive Director of Operations while the position of Executive Director is vacant.
   (D)   While the position of Executive Director is vacant, a designated official shall hold the title of Interim Executive Director. The Interim Executive Director shall not appoint any acting position, fill any vacancy directly reporting to the interim Executive Director position or reorganize any departments without consulting with the Chairperson and notifying the Board members prior to implementing the change.
   (E)   Suspension of restrictions.
      (1)   In those situations where the Board is unable to act due to vacancies on the Board, notwithstanding any other ordinance to the contrary, the Interim Executive Director is authorized to the full extent allowable by law to take action on behalf of Metra.
      (2)   Without limitation of the foregoing, in those circumstances where the Board or a committee thereof cannot meet due to lack of a quorum, any Board-imposed requirements on the Executive Director, such as Board or committee approvals, prior review or prior consultation pursuant to bidding regulations in 13.070 through 13.080, are suspended.
