Predicted noise impacts in the severe range shown on the FTA Manual are considered to be significant adverse effects in the context of NEPA and § 106 of the National Historic Preservation Act, being 54 U.S.C. § 306108. Consequently, Metra will examine alternatives to avoid, minimize or mitigate impacts as is explicitly required by FTA. If severe impacts as set forth in the FTA Manual cannot be avoided, then Metra will take reasonable steps to attempt to substantially reduce the severe impacts through the use of mitigation measures to the extent they are feasible and prudent. To assist Metra in determining what is feasible and prudent, Metra will perform a detailed study to determine the noise reduction potential of the options, as well as construction and operational costs.
