In order to receive federal funding, some types of Metra projects require a noise and/or vibration analysis following Federal Transit Administration (“FTA”) regulations, implemented according to the National Environmental Policy Act of 1969, being 42 U.S.C. § 4321 et seq. (“NEPA”).
