§ 110.020 MORNING BOARDINGS.
   (A)   The Commuter Rail Board (“Board”) hereby determines that, in accordance with § 3B.02 of the Regional Transportation Authority Act (“the Act”), being 70 ILCS 3615/1.01 et seq., as amended, it is required to provide a certification of the riders of the services provided by the Commuter Rail Division (“CRD”) who board in the morning to the Board of the Regional Transportation Authority (“RTA Board”).
   (B)   The Board further determines that the term MORNING BOARDINGS is undefined in the Act and can be interpreted to mean either morning boardings by location of train stations or morning boardings by residences of riders.
   (C)   The Board further determines that both pieces of information are important and should become part of the certification required by the Act.
   (D)   The Board hereby authorizes the release of the attached certificate of morning boardings to the RTA Board in compliance with its requirements under § 3B.02 of the Act.
   (E)   The Chairperson and, at the Chairperson’s designation, the Executive Director is hereby directed to take such action as is appropriate to transmit this section to the RTA Board.
   (F)   Based on the estimated number of riders boarding AM trains during fall 1999 by:
      (1)   The location of their residence; and
      (2)   The location of their boarding station.
