Except as otherwise provided in these regulations, all contracts or purchase orders for the following transactions involving a cost of more than the amount permitted pursuant to § 4.06 of the Act, being 70 ILCS 3615/4.06, shall be let, after public notice and with public bidding, to the lowest responsive and responsible bidder:
(A) The acquisition of services or public transportation facilities (other than real estate);
(B) The construction, demolition, rehabilitation, renovation and building maintenance projects for services or public transportation facilities; or
(C) The disposition of personal property, regardless of cost.
