The Executive Director may sign grant applications, agreements and amendments involving the receipt of grant funds and agreements for the disbursement of grant funds to government agencies or units of local government and fixed facility agreements with transportation agencies, provided that the Board has approved expenditure of the relevant funds through the annual operating or capital budget.
