These rules and regulations are designed to implement the Articles of Agreement Loss Financing Plan, dated October 1, 1986 (“agreement”). Terms used in these rules and regulations shall have the same meaning as that set forth in part I, article one of the agreement (pages two through six). In the event of conflict between the agreement and these rules and regulations, the agreement shall be controlling.
