The Board of Directors of the Commuter Rail Division of the Regional Transportation Authority (“Commuter Rail Division”) hereby authorizes the Executive Director of the Commuter Rail Division to negotiate all final changes, modifications and alterations deemed necessary in the loss financing plan of the Regional Transportation Authority (“plan”). Upon the completion of such negotiations to the Executive Director’s satisfaction, the Executive Director is hereby authorized to direct the participation of the Commuter Rail Division in the creation and functioning of the plan.
