(A) The Board of Directors of the Commuter Rail Division hereby approves and adopts a program goal of 21% for fiscal year 2000 and, thereafter, for the Commuter Rail Division.
(B) The Chairperson of the Commuter Rail Division and, at the Chairperson’s designation, the Executive Director of the Commuter Rail Division are hereby authorized and directed to take such action as they deem necessary or appropriate to implement, administer and enforce said program and all subsequent amendments thereto.
