§ 52.084 PROMOTION, TRANSFER AND TRAINING POLICY.
   (A)   All aspects of the Commuter Rail Division’s promotion transfer and training programs are the responsibility of all Department Managers and Division Managers. Decisions should not be based on race, color, religion, sex, national origin, age or handicap.
   (B)   The EEO/DBE office is responsible for maintaining and monitoring the following data:
      (1)   Analyze participation rates of minorities and White females in promotions and transfers by job category;
      (2)   Identification of jobs held by protected class groups in terms of promotions opportunities as compared to all other employees;
      (3)   Analyze participation rates of each protected class group in training courses, the tuition refund program and any other training program offered by the NIRC;
      (4)   Make sure that employees are selected for training on a non-discriminatory basis; and
      (5)   Make sure that the Commuter Rail Division’s affirmative action program is available to management and employees.
   (C)   Also, the EEO/OBE office will be responsible for the continuing encouragement of protected class members and all other employees to take advantage of the tuition refund program. Also, training programs will be developed by the Professional Development Specialist with the functional guidance of the EEO/DBE office.
