§ 52.080 EMPLOYEE RECRUITMENT POLICY.
   (A)   (1)   The primary responsibility for employee recruitment is assigned to the Personnel Manager with the functional guidance, cooperation and assistance of the EEO/OBE office.
      (2)   Recruitment practices will include the following.
         (a)   Employment Specialists will consult with selected community resource agencies and organizations which specialize in the recruitment of protected class members, a listing of which is to be provided by the EEO/OBE office. The listing is to be periodically revised with respect to the effectiveness of each agency and utilized in addition to the state employment service and non-protected class resources ordinarily used as recruitment sources.
         (b)   Employment Specialists will maintain continuing liaison with protected class schools and colleges, public and private, within the primary 35-mile, six-county CRO labor market radius for the purpose of recruitment, as well as generating interest among protected class members in pursuing careers in areas pertinent to the needs of the Corporation.
         (c)   When recruitment justifies, public media advertisements will be utilized to list open job classifications in accordance with media plans Ensuring fullest coverage of protected class citizens. Advertisements will not be placed in sex-segregated columns and in wording will avoid reference to race, sex, age, religious affiliations, citizenship and national origins.
         (d)   The minimum CRO hiring area is hereby defined as that geographical area encompassed by a 35-mile radius from the CRO headquarters, but in any case to include all portions of the six counties of Cook, DuPage, Kane, Lake, McHenry and Will.
   (B)   The EEO/OBE office will be responsible for the continuing development and updating of a recruitment source listing of community organizations and agencies. The basic listing and timely revisions will be supplied to the Personnel Manager who has primary responsibility for application recruitment. Job posting notices will be promptly routed to the EEO/OBE Director who will provide functional guidance in the process of recruiting protected class members.
