§ 52.016 INTRODUCTION.
   (A)   The Affirmative Action Plan of the Commuter Rail Division of the Regional Transportation Authority has been developed pursuant to the Urban Mass Transportation Administration’s Circular 1155.1, the Federal Railroad Administration’s Guidelines and the State Department of Human Rights.
   (B)   The objective of the Commuter Rail Division’s Affirmative Action Plan is to ensure that applicants are employed and that employees are treated during employment without regard to race, color, religion, sex, national origin, age or handicap. The provisions of this plan, therefore, impact upon all management within the Commuter Rail Division’s organization.
   (C)   In the context of the Affirmative Action Plan, the term MINORITY means: Black (not of Hispanic origin), Hispanic, Asian American and American Indian. The phrase PROTECTED CLASS is used to mean: minorities, non-minority females and handicapped persons.
   (C)   The affirmative action goals, which are set forth in this plan, have been established as realistic and attainable targets against which the Commuter Rail Division can measure progress in implementing its equal employment opportunity policy.
