In addition to the requirements set forth in Ord. CRB 84-40 incorporated in § 130.003, any recipient of federal funds through the Commuter Rail Division in the amount of $250,000 or more in any 12-month period, exclusive of transit vehicle purchases, shall prepare and submit to the Commuter Rail Division a Disadvantaged Business Enterprises program in conformity with the relevant provisions of 49 C.F.R. part 26, on or before December 31, 1984; likewise, the setting of contract goals for minority entrepreneurs and the provision of progress reports of goal attainments shall be prepared and submitted to the Commuter Rail Division in conformance with the relevant provisions of 49 C.F.R. part 26, on or before December 31, 1984, and every succeeding three months thereafter.
