Any carrier being funded by the Commuter Rail Division shall provide an Affirmative Action Plan which complies with the current rules and regulations and any future amendments thereto, mandated by the United States Department of Transportation, including current goals, timetables, utilization analyses and any other relevant requirements on or before December 31, 1984, and every succeeding year thereafter. This affirmative action data shall reflect statistical information in employment covering the period between January 1 and December 31 for each year.
