(A) CRD’s DBE staff personnel will develop a comprehensive monitoring system for the purpose of:
(1) Assisting CRD in evaluating progress in achieving DBE goals;
(2) Identifying problem areas in a timely fashion; and
(3) Complying with the Department of Transportation’s reporting requirements.
(B) The CRD’s DBE office will maintain data for the statutory period indicating:
(1) Procedures which have been adopted to comply with the requirements of 49 C.F.R. part 26 including, but not limited to:
(a) Affirmative action techniques;
(b) Technical assistance efforts and referrals;
(c) Communications programs; and
(d) Copies of all relevant correspondence, minutes of meetings and lists of attendees at conferences and workshops shall be maintained.
(2) Awards to DBE, including at a minimum:
(a) Names of DBE contractors and subcontractors;
(b) Nature of work;
(c) Total dollar value of the contract or subcontract; and
(d) The dollar amount of DBE awards as a percent age of all contracts and subcontracts awarded.
(3) Specific efforts to identify and award contracts to DBEs, including, but not limited to:
(a) Number and identity of DBEs contacted and invited to quote/bid by contract; and
(b) Number and identity of DBEs responding to bid offers.
