All substitutions of sub-contractors or joint venture partners for contract(s) with specific DBE percentage goals shall be approved in advance by the DBE and Engineering Managers. No substitutions will be permitted by CRD if contrary to the efforts of the CRD’s MBE program. Applications for substitutions shall contain a detailed statement of reasons therefor, and, in the case of a majority substitute, documentation of the prime contractor’s efforts to locate an DBE contractor as previously outlined.
