§ 50.011 PROCEDURES FOR IMPLEMENTATION OF CONTRACT SPECIFIC GOALS.
   (A)   Construction bids.
      (1)   (a)   The solicitation for construction bids require that all bidders or proposers submit MBE participation as part of their bid or proposal.
         (b)   The information to be submitted shall include:
            1.   A listing of the designated minority firm(s) by name, address and telephone number;
            2.   A general description of the work to be performed by each MBE firm;
            3.   The dollar value of each subcontract with MBE firms; and
            4.   The percentage of MBE participation in the total contract.
      (2)   Upon receipt of designated DBE sub-contractor(s), the DBE Department will provide the apparent successful low bidder with “letter(s) of intent to perform as a minority sub-contractor”. The apparently successful prime shall, within five working days of receipt, complete negotiations with the designated minority sub-contractor(s) and solicit a completed and signed “letter of intent” which must be immediately forwarded to CRD’s DBE office, 547 West Jackson Boulevard, Chicago, Illinois 60606.
      (3)   In order to ensure that all obligations under contracts awarded to DBEs are met, the DBE office shall have the right and authority to review the prime contractor’s DBE involvement efforts during the performance of the contract. The contractor shall in form the DBE office whenever regularly scheduled progress payments are not made to DBE sub-contractors. Additionally, prime contractor must provide CRD’s DBE office with copies of payroll data and DOL Form 257.
   (B)   Architectural and engineering proposals.
      (1)   On all architectural and engineering proposals, the solicitation shall require that proposers submit a completed summary of the MBE participation form along with their proposals or bids.
      (2)   The DBE office will provide a listing of bona fide minority and women owned A&E firms to prime contenders upon request.
      (3)   In order to ensure that all obligations under contracts awarded to DBEs/WBEs are met, the DBE office shall have the right and the authority to review the prime contractor’s DBE/WBE effort during the performance of the contract.
