§ 10.086 PARTICIPATION.
   Any person may participate in a public hearing by oral presentation at the hearing, or by submitting written material within 24 hours of the close of the hearing, or as otherwise provided for by the Board. The presiding officer shall have the power to restrict the presentation of any person desiring to participate in the hearing to oral presentation or to submission of written materials, and to impose any other reasonable limitations upon the conduct of such public hearing as necessary to effectuate its purpose.
