The Board serves solely in an advisory capacity to the Commuter Rail Board (“CRB”) and has no independent authority to take actions that bind either Metra or the CRB. No expenditures or requisition for services and supplies may be made by the CAB except as authorized by Metra through the Executive Director. No member may act on behalf of Metra, or hold himself or herself out as acting on behalf of, without authorization by permission of Metra.
