(a) There is hereby established, a Planning Commission for the Village, consisting of five members, and possessing all the powers conferred by Ohio R.C. 713.01, et seq.
(b) The Planning Commission members shall include the Mayor; one member elected for the remainder of his/her term by Council; and three citizens appointed by the Mayor for terms of six years each, with the exception that the initial appointments shall be for staggered terms of two, four and six years.
(c) The members of such Planning Commission shall serve without compensation.
